Tiered Electricity Bill Formula

A tiered rate applies the first rate only up to the first usage limit, the second rate to the next block of usage, and the final rate to usage above the second limit. For three tiers:

C1 = min(K, L1) * R1
 C2 = min(max(K - L1, 0), L2 - L1) * R2
 C3 = max(K - L2, 0) * R3

The full bill is:

B = (C1 + C2 + C3 + F) * (1 + T)

Variables:

  • K is total electricity usage in kWh
  • L1 is the cumulative kWh limit for Tier 1 and L2 is the cumulative limit for Tier 2
  • R1, R2, and R3 are the rates per kWh in the three tiers
  • C1, C2, and C3 are the energy charges assigned to each tier
  • F is the fixed customer charge
  • T is the tax and surcharge rate written as a decimal
  • B is the estimated total bill

The limits are cumulative. If Tier 1 ends at 500 kWh and Tier 2 ends at 1,000 kWh, Tier 2 contains 500 kWh, not 1,000 kWh.

This example uses 900 kWh, a 500 kWh first tier, a 1,000 kWh cumulative second-tier limit, a $12 fixed charge, and 5 percent in taxes and surcharges.

The all-in effective rate is $187.95 / 900 = about $0.2088 per kWh. It is higher than the Tier 1 rate because part of the usage falls into Tier 2 and the bill includes fixed charges and tax.

Example 1: Calculate a bill that reaches the second tier.

Usage is 900 kWh. The first 500 kWh costs 500 * $0.15 = $75. The next 400 kWh costs 400 * $0.23 = $92. Energy charges are $167. After the $12 fixed charge and 5 percent surcharge:

B = ($167 + $12) * 1.05 = $187.95.

Example 2: Calculate a bill that reaches the third tier.

If usage rises to 1,200 kWh with the same rates, Tier 1 costs $75, Tier 2 costs 500 * $0.23 = $115, and Tier 3 costs 200 * $0.31 = $62. Energy charges are $252, and the total bill is ($252 + $12) * 1.05 = $277.20.
